I have only purchased map DLC's and have been happy with all. At the current sale prices all but Road to the Black Sea are real values. The oldest DLC, Going East, is at the bottom of everybody's list mostly because the quality of each new DLC has improved, and Going East is most like the base game without the great countryside to drive through.
To move through the Podium Pass levels you need to earn XP, and the only way of doing this is by playing the game. Thankfully, you receive XP, small or large quantities, for every single game mode within F1 23. So, if you complete some laps in Time Trial, win an online race in Ranked sessions or finish the Braking Point 2 story.

I buy the DLC not because one is superior to the others, but I just want new places to drive in and explore.

I'd say you should buy all the map DLCs when on the Easter sale so that you can use promods, get special and high power transport dlcs, and the Cabin Customization DLC. I would get the tuning DLC of your favorite truck, such as the FH or the Mighty Griffin, but that's not required. Anything else isn't required either, but the Ukraine paints DLC

Also liked the Season 8 maps, the contracts and task had been a little monotonic though. Season 7 was special but didn‘t like it that much. Would rank it like this: Tier 1: 3, 5, 6 - Tier 2: 1, 4, 8 - Tier 3: 2, 7. 4.
There'd be some beautiful sights around those parts as well. Hopefully they'll update them in in the future. And it should NOT be a separate DLC as no other 'parts of countries' aren't either. The missing part of Scandinavia is way bigger than the original DLC and would require alot of work so if they release it I really doubt it will be free.
The list is based on looks inside and out, and I do like the look of a flat floor. As for the Renaults, I’m biased on the brand. Ever since I got this game they’ve had my attention, and personally I think they haven’t aged too bad graphics wise.
